Civilian Retiree Cards

The base Pass & ID office near Nimitz Gate is now issuing DBIDS (Defense Biometric Identification System) cards to civilian retirees.  Eligible retirees will need to renew their DBIDS card annually. Eligible personnel must visit the Pass & ID in person and bring proper identification as well as an SF-50 indicating retirement from civilian government service.  Civilian retirees are encouraged to complete the SECNAV Form 5512/1 in advance and bring to the Pass & ID to help reduce wait time.  Note: If you do not have an eligible sponsor, leave section 24 of the Form 5512/1 (base sponsor’s name) blank.  This information will be provided at Pass & ID.

DoD civilian retirees have traditionally enjoyed MWR facilities and programs on the installation.   With a DBIDS card, civilian retirees will be able to escort one guest in the same vehicle onto the installation.  Civilian retirees will also be able to sponsor up to five guests who fill out and submit a SECNAV Form 5512/1.

DoD Civilian Retiree ID Cards will be completely phased out and replaced by DBIDS cards no later than August 31.  JB PHH issued Civilian Retiree DBIDS cards will provide access to Joint Base Pearl Harbor-Hickam and associated annexes only.  The DBIDS card will not work at any other installations.

Updates will be provided during this transition period. (12 JUL 23)
