Joint Base Pearl Harbor-Hickam Security Forces (JB2) is a multi-service organization comprised of U.S. Navy Master-at-Arms, Department of the Navy Civilian Police Officers, Department of the Navy Civilian Guards, and U.S. Air Force Security Forces personnel. Together they are your “Defenders”!
MISSION
Our Security Forces defend JBPHH and power projection platforms across the Indo-Pacific.
LAW & ORDER
In order to maintain good order and discipline, and as a subset to their base defense mission, the Joint Base Commander directs JB2 personnel to execute law enforcement duties across the main operating base and its 12 associated annexes. Daily, JB2 protects the installation, assets, and property; as well as ensuring the safety of the population of 108,000 personnel.

PERSONAL FIREARMS SAFETY, CONTROL & ACCOUNTABILITY
Personal firearms will not be possessed, used, introduced, transported or stored onboard Joint Base, on-base bachelor quarters, on-base temporary lodging facilities and on-base military housing areas (including on-base Public-Private Venture housing), without first obtaining prior written approval of the Joint Base Commander. The provisions of this section do not apply to personnel residing in off-base Navy family housing, including off-base family Public-Private Venture housing. E-BIKES/MOPEDS/MOTORCYCLES
E-Bikes are prohibited on sidewalks but may be operated on designated roadways as specified in JBPHHINST 5560.1A CH1. Non-Motorized Bicycles may be used on both sidewalks and roadways where designated. Motorcycles and Mopeds must be used only on designated roadways. Headphones are not authorized while riding personal transportation devices. The following Personal Protective Equipment (PPE) is required to be worn when operating a Motorcycle or Moped.
- Department of Transportation approved and properly fastened protective helmet.
- Properly worn shatter-proof goggles, safety glasses, or full-face shields properly attached to the helmet.
- Properly work long sleeved shirt or jacket.
- Long legged trousers.
- Fully fingered gloves.
- Sturdy footwear that extends above the ankle.
- Reflective garment or belt shall be worn during hours of darkness.
SPEED LIMIT ON BASE
Unless otherwise posted, installation speed limits are as follows:
- 10 mph while passing troops marching in formation.
- 15 mph in parking lots and within 25 feet of any parked aircraft, or any structure or building.
- 15 mph in housing areas, school zones, on taxiways, and within 50 feet of entering all gates.
- 25 mph on all roads unless otherwise posted.
PARKING
Parking is only authorized in marked parking stalls. Parking is not authorized on grass, piers, docks, or within industrial areas unless authorized by JBCSO. Vehicles that do not comply with JBPHHINST 5560.2 are subject to citation and towing.
WELFARE CHECKS
To request a Welfare Check, contact the Regional Dispatch Center (RDC) at 808-474-2222. If the requested Welfare Check is for an Service Member, a representative from the Service Member’s Chain of Command shall be present.
