BASE ACCESS
The requirement for UNESCORTED base access for all non-DoD affiliated workers/guests is to complete and submit SECNAV Form 5512/1 and JB2 Form 0-180 via their sponsor. The SECNAV 5512/1 form is the sole means to initiate background checks and authorizes the Department of Navy (DoN) to obtain PII for vetting purposes prior to authorizing unescorted installation access. This policy is effective for all events, to include one-time events such as weddings, retirement ceremonies, Public Affairs functions, changes of command, special events, job applicants, and for vendors/service providers not enrolled in the Defense Biometric Identification System (DBIDS), Transportation Workers Identification Card (TWIC) holders without a Merchant Mariner Credential (MMC), and Civilian Retiree Card Holders prior to Personnel Support Detachment re-issuance of expired credentials.
TRUSTED TRAVELER
IAW with CNIC M-5530.2, Trusted Traveler procedures may be used during Force Protection Conditions (FPCON) NORMAL through BRAVO. The Joint Base Commander (JBC) has the authority to suspend the Trusted Traveler Program when needed. It allows uniformed service members or DoD employees with a valid CAC, retired uniform service members, or adult family members with a valid DoD identification credential to present identification for verification while simultaneously vouching for family or guests that are traveling with the sponsor as vehicle occupants. Trusted Traveler for JBPHH does not automatically transfer to other installations.
The Trusted Traveler program is NOT applicable for those individuals who are requesting access to conduct business as a contractor, volunteer, subcontractor, service provider, vender vendor or supplier.
Trusted Traveler does not apply at the following locations: West Loch NAVMAG, Lualualei NAVMAG, or Red Hill.
Foreign Nationals are NOT authorized to be brought on the installation via Trusted Traveler. Please see below on the Unofficial Foreign National Visitor Request process.
Trusted Traveler guests are considered ESCORTED and must remain with the sponsor at all times until they depart from the base.
The number of personnel a Trusted Traveler is authorized to vouch/sponsor is limited to the number of individuals legally seated in the vehicle in which the Trusted Traveler is located, not to exceed (5) persons maximum. Trusted Traveler hours may change at the discretion of the JBC or designee at any time and without prior notification.
ON-BASE HOUSEGUESTS
Houseguest passes for UNESCORTED access is a privilege afforded to privatized and military family housing residents who reside on-base only. Short-Term and Long-Term passes are available in different increments. All required forms are available for download below.
Short-Term Houseguest requests passes of 1-30 days can be completed same day and must require a SECNAV Form 5512/1. It is required that the sponsor and individual(s) being sponsored must be present.
Short-Term Houseguest passes of 31-180 days have an expected lead time of 10-14 business days to process. Ensure all documents below are filled out correctly and bring to Pass & ID (Bldg. 3455).

NEWS MEDIA ACCESS
Media representatives may be granted access after coordination through the JBPHH Public Affairs Office (PAO) and must be escorted at all times. Contact the PAO at (808) 473-2926 or the duty cell phone, (808) 371-5189.
UNOFFICIAL FOREIGN NATIONAL VISITOR REQUEST
The JBC is the approving authority for all foreign nationals requesting access to JBPHH and must be submitted at least 14 days prior. The sponsor of the foreign national must complete the following form and bring to Pass & ID (Bldg. 3455). The required forms are available for download below:
AGENT PRIVILEGE LETTERS
If an authorized patron entitled to Exchange and/or Commissary privileges and is incapable of shopping at the Exchange or Commissary due to extreme hardship, and no adult member or dependent is capable of shopping, and an eligible child is in the household of an ineligible parent or guardian due to certified medical reasons or sponsor is stationed/deployed away from his or her household, then a person (agent) may be temporarily authorized Exchange or Commissary privileges on an agent letter from the Nimitz VCC Office after approval from the JBPHH Chief Staff Officer (CSO) or delegated authority. Agent letters issued by other military installations may be honored by JBPHH Commissaries, NEX or BX at the discretion of the installation or facility where access is requested. Agent letters issued by JPBHH may not be honored by other installations and are at the discretion of that installation to determine if access will be granted or denied. Unless JBC or designee approves, a sponsor may only have one designated agent per household. Agent letters are only valid for one year. Applicants must submit an application for issue and/or renewal to the VCC office 30 days prior to the date the agent letter expires or access is needed. It may take up to 30 days for the approval.
TRANSPORTATION SERVICES
Transportation Service Companies such as taxis and shuttles requesting access to JBPHH must have locally issued DBIDS cards. DBIDS cards will only be issued to companies sponsored by the Exchange Services. Sponsor will complete the Authorized Taxi Checklist available for download below.
Rideshare programs and personal delivery programs such as UBER, Lyft, UBER Eats, Door Dash, and Postmates are authorized to operate on JBPHH. The driver of the vehicle must have UNESCORTED access (i.e., DBIDS cards, CAC, etc.). All vehicles must prominently display the rideshare company logo.
Trusted Traveler is NOT authorized for Transportation Service Companies, Rideshare programs, and personal delivery programs.
CALL-IN PROCEDURES
Call-in procedures are only authorized for Senior Officers (O-7 and above), Senior Executive Service (SES) positions (Level V and above), and select senior enlisted leaders assigned to living quarters on JBPHH with a completed Sponsorship Entry Access Request Form on file. The Call-In Program is not authorized if Trusted Traveler has been suspended.
SPECIAL EVENTS
Special events include, but not limited to, command functions and/or events hosted by DoD commands, active duty, reserve, retired military personnel, active DoD civilian employees and their dependent family members.
The special event host must complete the following documents and e-mail to 647SFS.JBPHH.SpecialEvents@us.af.mil at least 10 business days prior to the event.
