Mission Statement:
The mission of Emergency Management is to execute preparedness programming, plans, training, and exercises; in order to prevent, protect, mitigate, respond, and recover from any disaster (Natural, Technological, or Manmade). The Commander, Navy Region Hawaii (CNRH) Emergency Management Office completes this mission by facilitating and supporting a team of protection partners, stakeholders, community partners, and installation emergency management offices as they collectively maintain and restore mission assurance and warfighting readiness.
Vision Statement:
To meaningfully engage the whole community (service members, civilians, contractors, and family Members) in preparedness efforts resulting in the saving of lives, protection of property, and the overall sustainment of resiliency within the community.
Roles and Responsibilities:
There are three major roles and responsibilities of the CNRH Emergency Management Office: Maintain situational awareness within the CNRH AOR; maintain oversight of and provide support to installation emergency management offices; steward an effective emergency planning process resulting in realistic training, exercises, and assessment.
History:
Based on lessons learned from Hurricane Katrina and other national level disasters, the President of the United States published Homeland Security Presidential Directive 5 in 2003 and Presidential Policy Directive 8 in 2011. These documents directed the Federal Emergency Management Agency (FEMA) to establish an all-hazards approach to disasters; and directed all federal agencies to adopt and comply with that approach in order to have a unified national preparedness strategy. FEMA subsequently established the National Incident Management System (NIMS) and Incident Command System (ICS) in 2004 for disaster response and recovery. The Department of Defense (DOD) subsequently established its all-hazards approach for Emergency Management utilizing the foundations established in the NIMS. In 2006 the Department of the Navy identified roles and responsibilities for Navy commanders, which CNIC further delineated to region and installation commanders. On Jan. 5 2007, Commander, Navy Region Hawaii published CNRH Instruction 3440.17, formally establishing the Region Emergency Management Program.
