Base Traffic Regulations
 

Speed limits on base are as follows:

  • 25 mph, unless otherwise posted.
  • 15 mph in industrial and waterfront areas to include piers, wharves, dry docks, housing areas and school zones. The speed limit within the Pacific Warfighting Center/Controlled Industrial Area is 15 mph.
  • 5 mph in parking lots.
  • 10 mph or less when passing troops in formation.
  • Using a mobile phone, wearing portable headphones, earphones, or other listening devices while operating a motor vehicle or while jogging, walking, bicycling, or skating on roads and streets on naval installations are prohibited. The only authorized outdoor use is at the athletic field/track, or beach area not encompassing a sidewalk or roadway.
  • Bicycle riders are required to wear bicycle helmets while operating bicycles throughout the Joint Base Pearl Harbor-Hickam installation property.

*Note: All motorcycle riders, regardless of the type of motorcycle, must wear proper personal protective equipment (PPE), which includes proper footwear – sturdy over-the-ankle footwear, pants, reflective vest during non-daylight hours, gloves and a Department of Transportation (DOT) approved helmet, as well as obey all traffic laws on base and off.


The Navy Traffic Safety Program is mandated by OPNAVINST 5100.12J of June 26, 2012. This instruction describes policies and provides guidance for the implementation of the Navy Traffic Safety Program. The instruction guidelines apply to motor vehicle operators, passengers, pedestrians and all persons at any time on a naval installation, and to active duty military both on and off duty.
 

Individuals desiring to ride a motorcycle, moped or motor scooter on board a Department of Defense (DOD) facility are required to pass an approved Motorcycle Safety Foundation (MSF) rider course. Military service members and their family members, DOD civilians, and DOD contractors are eligible to register for the course on a first come, first served basis.
 

First, you must obtain a pass from the local Pass & ID Office. The pass is good for 30 days. Within the 30 days, you must register for the next available class, which best suits your motorcycle riding ability. The Joint Base Safety Department (JB35) conducts two (2) MSF classes, the Basic Rider Course (BRC) and the Advanced Rider Course (ARC).

Course Information:

1. Basic Rider Course (BRC): This two-day course is intended for novice motorcycle riders with limited motorcycle operational skills or Hawaii State Motorcycle "permit" riders who will be taking the Hawaii State Motorcycle licensing examination thereafter. Note that this course will not grant the rider a waiver for the Hawaii State Motorcycle Licensing exam. The Naval Safety Center is not a licensing authority, so it has no jurisdiction over state programs. Students use their own motorcycles and are required to have a driver license with a motorcycle endorsement or motorcycle permit and registration, insurance and safety check documentation for the motorcycle being used. Course size is limited to 12 riders. If a command, ship or submarine with 8-12 riders wants to schedule a BRC or ARC during a specific week, call (808) 473-1169 Regional Safety Director and Motorcycle Contractor Coordinator.
 

BRC Time: 7:30 a.m. to 3:30/4 p.m. for two days.
First day: Starts with 2 1/2 to 3 hours of classroom instruction in Building 282, then the remainder of the day at the Barber’s Point motorcycle range.
Second day: Starts with 2 1/2 to 3 hours of classroom instruction in Building 282, then the remainder of the day at the Barber’s Point motorcycle range.


2. Advanced Rider Course (ARC) "Skills Plus": This one-day course is designed for motorcycle riders who possess a current, valid motorcycle license and frequently ride a personal motorcycle.
 

ARC Suite Time: 7:30 a.m. to 2:30 p.m. for one day only.
